It depends on the servicing performed. If it is something like fuel, then the fuelers would use it(if they are trained properly), but if it is something like a tire or oxygen, then the mechanic would do the servicing. Usually the aircraft maintenance manual will be the approval authority but it may have the same information as the placard. The placard will be there so the mechanic does not have to print up and check the manual reference.
It is the same as for the flight crew, There are placards for them too as reference for emergencies or for other procedures inflight.
