Horizon unlevel rejection

How to level it? I have leveled on the on the runway in the back but also on the lamppost and the buildings in the far distance. See the red marks on the attached image.

I'd send that to an appeal. All the visual vertical cues are vertical.

That looks like one of those amazing made up horizon rejections to me, going by the only obvious and sensible references it's absolutely bang on level!
