Not a Cessna 402C, the C models were never delivered with tip tanks.

Probably a Cessna 402B ("none" or "Utiliner" or "Businessliner" all would be acceptable for names - hard to tell externally, the only differences were interior equipment). Could possibly be a C402A, but the odds are on the -B model. Late A's were offered with the long-nose and squared windows, but most came with the short nose and porthole windows.

        EDIT: Per this site it's a C402B, CN 402B-0359. http://rzjets.net/aircraft/?page=11&typeid=335
