Why was this one labeled Bad Contrast? :x
Grain?
brightness?
sharpness?
What was it about? What's the opposite of grain for photoshop 5.0 I need to take out some grain but what can I use besides the grain for Photoshop 5.0 or what can I use for it? for this one?http://www.jetphotos.net/viewreject.php?id=18047
In this case the "bad contrast" refers to lack of contrast - the picture looks flat. The blacks are a muddy grey, and the whites, well, aren't - the whole picture looks dull and lacks sparkle.
But this is easily rectified in Photoshop using the "levels" function - just move the right hand and left hand sliders slightly towards the middle.
You might also try the "auto contrast" function, but results can be unpredictable.

Adjusting contrast is better done in Curves, make the curve look like an S, a very narrow S though. Adjusting levels in that way will only burn out whites and clog black areas.
Looks to me like the image was cropped or just poorly scanned from a print or similar =/
I agree that contrast is normally better handled in curves - assuming the white and black points are correctly set. But in this particular case I don't think they are, hence the suggestion to use levels. If that alone does not do the trick, by all means use curves to enhance contrast.
As a matter of course, my workflow is check levels, adjust if necessary; fine-tune tone & colour in curves; reize and sharpen to requirements.
